OneWorld Journal Forms - Select Subsidiary, automatically jumps to lines

Our new customer is complaining that as soon as they select a subsidiary on a Journal form, it immediately jumps down to the Detail lines of the journal.

I moved the subsidiary around to different sections of the header and no matter where it is or which section, the cursor moves to the detail.

Am I losing it?  The customer's users want to be able to select the Subsidiary first.
