Copying/Editing/adding Custom Field on sales order

Hi All,

I'm new to customization and I need your help.

I would like to add a custom field "shipping charges" on the sales order form.  I want this to be a dropdown list from which a user can select the appropriate rate.
It is similar to discount item field where a user can select the % of discount.

It seems like a simple thing but I can't seem to figure out.  It is basically a duplicate copy of the discount field but with +rate% instead of -rate%.

My 1st question is can I make a copy of the discount item field and relabel it because the source list is same of both of them?  I did not see an option to make a copy of the discount field.
