Alert when Posting Period Changed

Has anyone built an alert to notify you when someone in accounting changes a posting period that impacts the GL? We don't want to lock down access, but we have someone who changed the posting period on a transaction that has already hit the GL and I would like to build an alert so our CFO is notified. Not sure where to begin on this. Can't find anything in help and I don't work a lot in the financial section of NS.
