Alerts When Item Quantity Changes

I need alerts to go out to one of our employees everytime certain items are changed in an invoice.  This alert needs to go out when the item either changes, or the quantity for a customer's job changes.  For example:

We originally create an invoice for Joe with 20 of Item A.  Two weeks later, we have to change that to 22 Item A.  A month after that, we change it to 22 Item B.

I need an alert sent out for each change.  Or, at the very least some way to create a saved search that shows Project (or Customer), Item, and Quantity.
