Formula or Way to Find Two Occurances of User Note

Hi,

I'm trying to create a saved search that pulls customers who have had a credit card decline two months in a row. When a credit card is declined, a User Note is created by our system on the customer record with a memo that lists the error.
How can I make my search so that only people with two of these User Notes within two consecutive months show up?
