Send Alert when SO changes - suggestions?

I am needing to have a saved search that will send an alert whenever an item is added/updated/deleted on a SO, but only if the Picking Ticket has been printed (i.e. Print Picking Ticket is 'T').  Any suggestions on how this might be done?
