Manager Commissions for a GM or VP without direct reports?

I have a General Manager I would like to give 1% of COMPANY WIDE sales to for certain items.

I have created a comm schedule that has these items in it. I was thinking that by making it a manager commission he would get it, but I believe that is not the case since, to the best of my knowledge, manager commission pull from direct reports only.

Is there a way do handle this type of commission using Netsuite?
