Commissions in OneWorld

We are implementing commissions in our OneWorld NS account and I was wondering about the Subsidiary specifications.

So far we have one commission plan that consists of schedules: commission on ASA and commission on Quota (sales amount).

The Quota and Sales people are assigned to different Subsidiaries, we have about 13 subsidiaries. Does it mean that there has to be one commission plan for each subsidiary separately? Or can the commission plan be assigned to the mother subsidiary only?
