Why is the 'Use for Category Only' checkbox visible on only some roles?

Strange thing:

As an admin, I can not see the new checkbox: 'Use a Category Only', in item records.  In some other roles, I also can't see this checkbox. Yet with other roles, I can see this checkbox. No restrictions, same form, etc so why is this checkbox only visible for certain roles and not all?
