Inventory Rebuild commitments

Our inventory on hand quantity and commit qty are the same if we have no sales orders in house ?  I'm not sure if this just happened with the upgrade or not, but I have found it on many (0ver 100) items.  Is there a recalculation program that can be run to rebuild the data based on your orders, etc. ?
