Mass update price - won't work....

I am trying to update a price level on a group of items but it is not working. The current price is 0 and I want to update that price to $17.99, however when I go into mass update and type in $17.99 and select the appropriate items and price level - the update will not perform.  It goes through the motions but at the end, my price is still 0.  Does anyone know what I am doing wrong?
