Inventory Transaction Control

We are looking to tighten up the control over who is able to post transactions into the inventory system. 

Currently we have issues because, multiple individuals have the access rights to post invoices, credits and fulfillments and depending on how you process the invoice or credit it will affect inventory.  This I want to stop so that the duties are separated and only one person is able to affect inventory.

Has anyone else looked at this and achieved it?
