Unable to Fulfill, Assembly Build, Transfer, Adjust a Lot Numbered Item

I am unable to process an item fulfillment, assembly build, etc. for a particular item/lot. I get an error message "The following lot numbers are not available: (lot#)." When I pull up the inventory tab for the item it says 100% of stock is available. When I pull up the lot number record it says that 100% are on-hand for the relevant location, but the quantity available and on order are both 0 (and this is the only lot for the item). Furthermore, the status is showing as committed, whatever that means. It looks like this lot number is messed
