Kit Member Items Don't Generate Purchase Requirements

If I have an item with a Preferred Inventory Level of 10 and I have 10 units on hand, and I sell 40 units, I'll generate a Purchase Requirement for 40 units.

But if I sell the same 40 units as members of Kits, I don't get any Purchase Requirements!!!

As near as I can tell, Kit commitments don't hit Inventory until they are fulfilled, but I can't fulfill it if I don't order the Kit's member items . . .

There have been a lot of posts about reporting Kit Member Items on searches and reports.  But what about it not flowing to Purchase Requirements?  Am I missing something?
