Using Netsuite's Item Forcasting

What needs to be done to use NetSuite's item forcasting?

We have all of our items setup with Reorder Point set to auto as well as the Preferred stock level set to auto.  There are several items that we are out of stock on, but the Order Items page only lists 7 items.  I have created a saved search that lists all the items currently on backorder that do not have a quantity on order.  This list has over 200 items.  Why do they not show on the Order Items Page?  According to the help files, items on backorder and below the reorder point should show on that page.
