Serialized Inventory

We are looking into having serialized inventory.  I have been looking around on the user group and in the help files to obtain all the information on it I can.  I have seen that by serializing our inventory it changes the way we do a lot of things, such as receive and fulfill. A few questions we have are:

1. Are serial numbers created automatically upon item receipt?
  a. If not, is it possible that a script could handle this function?
2. When we fulfill an order placed on the web, how does it select the item put on the picking ticket?
