Order Items - several questions

Hopefully an Inventory Mgmt. pro can comment on the following:

[*]Are Sales Orders with status Pending Approval evaluated in the reorder point calculations?  We use Pending Approval to block orders from fulfilling until we receive requisite documents.  We have hundreds of orders in a Pending Approval state yet the Order Items system doesn't seem to be considering them.  Can someone confirm?
[*]While I wait for the Auto Lead Time, Reorder point, etc. to calculate (insufficient data at this time) how do I set things up with static values?  If we add an inventory item and we want to replenish weekly... how do we use the Order Items system while we wait for enough historical data for the auto calculations to work?
