Restrict Inventory Bill Credits to Vendor RMA's?

Is there a way to restrict a user from entering bill credits for inventory items unless they were created from a vendor RMA? I have a user who is used to entering bill credits for expense items, but it hoses my inventory every time they enter standalone bill credits for inventory items.
