Can Item Options be a drop down list?

I have created an Item Option called Region as a Drop Down list.

In the Sales Order, the list is not available for selection.

It shows up as  Region:    and seem that I have to type something in there.

What I am trying to achieve is

1. To have a list of options for a particular item
2. Allow customers to specify the Option from the drop down list in a Sales Order.

Is that achievable? what did i miss out ?
