Convert subwarehouse to Warehouse

Currently, we have 3 different warehouses :

UEZ
UEZ:BMS  -- subwarehouse
UEZ:HQ -- subwarehouse

How can we convert the UEZ:BMS  and to combine it with UEZ warehouse, so that we can have only 2 warehouses (but not 3) ? and the conversion should be able to combine all the items quantity & values.

Please advise. Thanks.
