Discounting Old Stock of Active Items

I'm looking for some advice on a best practice for discounting part of our stock on an item that is still active. Essentially we want to sell the old stock at a discounted price and the new stock at full price. Here's the scenario:

Item# ADV123 has qty 3 in the Tampa location. That stock is getting old and not selling so we want to sell it off at a discount. We can no longer sell it at full price due to its age. ADV123 is not lot numbered or serialized. We have a customer in Philadelphia who wants to buy some ADV123 but they want new stock, not our aging discounted stock in Tampa. What is the best practice for this scenario? I have one idea but I'm not sure it's a good solution.
