Wholesale distributor help with committing inventory in-transit

We import product form ASPAC. 

We are creating inventory locations for every PO so we can commitment Sales Order items while the product is in transit. 

This approach is causing issues with the Advanced Inventory module especially at the Safety Stock Level.

Does anyone have experience dealing with this situation?
