Landed cost on item receipt when no vendor bill

We have an issue where we need to attribute landed cost to an item receipt so that the average cost of those items will increase by the freight-in charges to calculate commissions correctly.  However, we do not know how much freight will be until we get the bill from the vendor and sometimes we do not get the bill from the vendor until the after the current period has been closed.  Does anyone else have this issue?
