Conflicting "Quantity on hand" & "bin on hand" stock count

Hi all....

From time to time I have an issue where the "Quantity On Hand" does not match up with the "On Hand" quantity in the bin location...when they should be the same.

I'm at a loss as we've not had much training.  I've tried different ways to amend (using IA's, IW's, etc...).  Sometimes it fixes one but not the other. 

Can any one please help?  See the image below as a current example.  :h_a_w:
