Drop Ship item's dependent on customer address

Here is what I am looking to do and I can't find a way yet to do it.

I have items that I want to drop ship automatically except for a situation where a customer is INTERNATIONAL.

So all Domestic Orders will be drop shipped.

All International Orders have to be S/O or get ordered from the Order item screen.

Anyone know how to do this?
