Order Items transaction question

Transactions>Inventory>Order Items

It has two check boxes

"Include Items with No Preferred Vendor" & " Include Items where Vendor is not Preferred"

The first one defaults to checked.  The second one is grayed out and not checkable. 

Any idea why?
