Inventory Count Approval

Just wondering if anyone has gotten "approval routing" for inventory counts working.

It seems to me that the permission to allow an inventory count to be input is:

Transactions - Count Inventory - Edit

... i.e., you need this to be able to start the count and then enter the count (need to edit the record).

BUT, it seems that this same permission is the EXACT SAME ONE that dictates whether the APPROVE or REJECT button appears on inventory counts.

I hope I am missing something here... Anyone?
