How to correct quantities in BINS without effecting inventory value

We are experiencing an issue with the difference between our On Hand Inventory quantity and the quantity(s) appearing in the BIN.  I need to adjust the quantities in the BINS but don't want to effect the quantity on hand in the warehouse location because that quantity is correct.  I thought I could do an update but there is no place in the BIN section for bin on hand quantity.  Does anyone know of a way to adjust the on hand quantity(s) in BINS without creating a inventory/GL transaction so I can get my quantities to equal?
