Preferred Stock Leve & Reorder Point are Equal

I have both variables set to auto calculate.

Can anyone explain why I find on some items, that have demand history, the ROP and PSL sometimes are equal to each other.  In some cases, they are both 0 when there's been history within the most recent 20 days (days of supply set to 20).
