Planned Standard Cost

I manually created planned standard cost for an assembly item, and I notice that whatever component quantity you entered in the planned standard cost record, it will not affect the BOM and WO, so why the component quantity need to be defined in the planned standard cost page. Moreover, I don't understand the cost version effective date, how can I know which cost version the standard costing is used now?
