Distribution Resource Network

I have an issue where I cannot generate a supply plan using the distribution network feature within NetSuite. I have created the distribution network, distribution category and bill of distribution, I have put these on the item, and ensured I put the supply type on the location as transfer (as per the bill of distribution). I have created a demand plan for the item. I am unsure if I have missed something out, or if this is a NetSuite issue.
