Looking to restrict sale transaction discounts by price level

I've just implemented a clearance section in one of my stores. These items are going to be 1/2 off the retail. I will still offer store-wide discount promos, but want to make sure that the items sold on clearance don't get any further discounts. My plan was to create a Clearance price level, but I can't figure out how to restrict discounts. FYI - we don't use the POS system. This is all entered into NS after the fact. Any ideas?
