Forecast Quantity Doesn't Vary

Hi,

We have been using the report Item Demand Forecast vs. Actual in a monthly format. My question is the Forecast quantity doesn't vary it is the same amount each month? Shouldn't it vary based on demand? Could it be a setting? Thank you for any help.
