Purchase Order Close Button

Hi!

i'm a Newbie in NETSUITE

i'd like to make a Validation, that whenever my Purchase Order Status is Pending Billing or have an Item Receipt, the user cannot Close the Purchase Order, to prevent the Inventory Received Not Billed issue.

can i achieve this by using Workflow, or there is other way around?
