Preferred Vendor by Location Needed

NS has this logged as an enhancement. Has anyone solved for this any other way ?

Use Case:  Item A is bought from Vendor X for Sacremento; and Item A is bought from Vendor Y for Nashville
On the Order items page (yea, I know it is not scriptable) or some custom records I need to be able to pick the location I wish to fill, and the preferred vendor for that location defaults.
