Default Commit Option on Sales Orders

When the default option on Accounting Preferences > Order Management > Default Commit Option on Sales Orders is set to "Do No Commit" all the line items are not committed but when you view the "Inventory Back Order Report" those items appear on the report.

Why does NS consider line items that are Do Not Commit as Back Ordered?
