Administrator unable to view calendar quick view

Sales managers and owners of the company want to be able to view all sales rep calendar events without opening each event. We have the calendar permissions set up for viewing each rep, however the hover/quick view items will not show when it isn't the actual rep logged in for that specific calendar.

Problem:  Getting an error of "You need a higher level of the 'Lists -> Events' permission to access this page. Please contact your account administrator." ... **However we are logged in as the ADMINISTRATOR.**

We can click on the calendar item and view the details, however the pop-up quick view doesn't appear to work.
