Outlook integration and Intellisync is inconsistant

I have been messing with Outlook Integration and Intellisync for days and can't seem to figure out their behaviour.

One rule I have imposed is that users should only "Export"  I don't want them accidently loading a Palm full of data up to Netsuite.

What contacts does Intellisync sync?  What rules does it follow? Is is just items that the user has added to the system?  I would like users to be able to all subscribe to a certain couple of catagories and have them in their outlook address book.  I can't make it work for the life of me.  I am syncing to Outlook
