Contact Sync as Sales Person

I'm trying to sync our Sales Person's NetSuite contacts with his Outlook 2003 and only 11 of 65 export. These 11 are ones he inputted under his login name. I read in a forum that only contacts entered by the user will export. Is this true?

The 54 other contacts were inputted in the system by an Admin User months ago, but did not have a Sales Rep attached. With these, went in his assigned Customers and put him as a Sales Rep with 100% Contribution and under each Contact, clicked the Info tab and selected the category "sync" (that I created in Other Lists so that it syncs with Outlook).
