Campaign Question:Tracking sent emails & promotions

I have sent two campaigns, one with a promotion included and one without and both times I have not been able to receive the correct tracking information for who received email and who used promotion.  I sent campaign to over 2000 people, but it only confirms 22 were sent in statistics section of campaign and it's also a low number in Campaign Response Summary and Campaign Response Detail and in the confirmation email I receive.  I also found out people received email that were not listed in confirmation email and statistics tab. 

Does anyone know why it's doing that?  I used a "Saved Search" for the "Target Group" in the "email" section of "Events" tab, but I did not add anything to the "Target Group" in the "Direct Mail" section in the "Events" tab-could that be why it's not tracking everyone it was sent to?
