Performance issues on Feb 11th and 12th 2013

[COLOR=#333333][FONT=Verdana]A defect in the application server layer caused some intermittent performance issues while attempting to use the site. The problem was detected by monitoring systems and the application server was repaired. The problem is well understood and corrective actions have been taken to prevent this type of defect in the future.
