Creating sales rules with long list of criteria

I have the need to create a number of sales rules that each have a long list of townships. Is there a way to import a list rather than spending hours typing each individual criteria?

I don't see this type of CSV import available, but I dont have full access so I'm hoping something is there I just need to ask my administrator to give me access to it.
