Cost of A Credit Card Authorization

We use Merchant E-Solutions for all of our credit card processing needs...

What I am trying to figure out is what is the cost of an authorization?

Is it the gateway fee + the authorization fee?  Currently $.10 +$.25 or only $.35?

The reason I'm asking is we have a line of products that cannot be shipped outside of the U.S. and I can't block all overseas orders just because of one vendor's restrictions. 

So we get web orders and we have to then cancel them.  If the cost is $.35 it doesn't warrant paying someone $1000-$3000 to write a script to catch these orders.  We are talking about 1-3 orders per week ($1.05)...
