Credit Card Data (Level II and III) Processing

I found information from 2012 but it no longer appears to be available or applicable in our case.

We are a Wholesale/Distribution company supplying products only B2B and don't charge sales tax.

We do a lot of Credit Card processing but can only process at Level I. We think it is because we don't have a tax amount (or the tax amount is zero). We want to be able to do Level II and Level III processing to save charges.

We believe we could make substancial savings in our fees if we could qualify for Level II.

Can anyone let me know if they are in a similar situation? I would think that NetSuite would have other Wholesale/Distribution Customers with the same issue?
