Paypal options not working in IE 8

In IE 8, if you click the Paypal Express button, or click the Paypal radio selector under Payment Options and then click Pay with Paypal, does anyone else get directed to a page like this - https://www.paypal.com/us/cgi-bin/webscr?cmd=_flow&SESSION=L91uWpD49CSzeA9iNt6HXt2AZ1jMNWqmjbkIwq80i3EXbDVuMFHCtFPbBtu&dispatch=50a222a57771920b6a3d7b606239e4d529b525e0b7e69bf0224adecfb0124e9b61f737ba21b08198d70e9d8c4be72a2b45eb322c89203d65 ? It states the following:
