Netsuite Not Passing Information to Paypal

We have recently started using the Paypal Payflow gateway.  We do not use automatic processing from web store.  We enter the customers CC information into the customer record.  When we do process the Sales Order, the credit cards get approved.  However, only the credit card number, amount, street address and zip code get passed to Paypal.  The name on the card, company, city and state do not go through.  The first few orders were held up by PayPal fraud department.  They are processing our orders for now but they have requested that we get this taken care of with Netsuite.
