New to PayPal and having a problem

We've accepted MC/Visa/Amex for years and now a year and a half on the NetSuite platform.  We just started a few days ago accepting PayPal, and 2 transactions seemed to go fine, but just now I have a guy trying to order 4 times and each time it's giving us "Pending Approval".  Is this a problem with us? PayPal? or his PayPal account?
