Payflow Flow's Fraud deterion and user authentication service

Hi all, our international customer base is growing rapidly and a lot of times since we cannot verify the AVS, only CSC/CVV is available, we have a diffiult time to make a decision whether to approve an order or not.  We are using payflow pro now and i see that there is a fraud protection service and an user authentication method with 3Dsecure. 

Just want to know if i implement this will it make it easier for me to look at an international transaction and make a decision?  Any feedback is much appreciated. Thank you.
