Confirm NetSuite Ship to Address with PayPal Confirmed Address

In order to receive seller protection with PayPal, the order must be shipped to a PayPal "confirmed" address.

Obviously, one can do this via PayPal.com.

Question: has anyone pondered writing JavaScript which would perform this via the PayPal API?
