PayPal Express Checkout - click Pay with PayPal twice?

At the moment I have Express checkout switched on. the Netsuite workflow (Sitebuilder) is as follows:-

Go to checkout - click "Checkout with PayPal" - the customer is then sent to PayPal where they log in and "pay" (But no payment is taken at that point...) - then they are taken back to our checkout where there is a further button "pay with PayPal" - then when they click that they get the "Thank You" page, confirmation email and the PayPal transaction is cnfirmed but payment is only taken at the time the order is billed.

This is a non-standard workflow, mist customers expect to see the 'Thank You" page after submitting in PayPal, they do not want to click Pay with PayPal, as they think they are going to be charged twice. Normally for most websites after they have entered their PayPal details they woudl get to the thank you page.
